Billy Elbrock

New Mexico Commissioner

Billy Elbrock, a resident of Chama, NM, currently serves as the manager at Elephant Butte Dam in Truth or Consequences, NM, for the Bureau of Reclamation. He has dedicated 35 years of his career to Reclamation.

Alongside his wife Josephine, Mr. Elbrock co-owns Fina’s Diner in Chama. His involvement in the Chama restaurant industry spans 29 years. Notably, Fina’s Diner has been generously providing Thanksgiving dinners to the community since November 2020.

Mr. Elbrock’s commitment to public service is evident through his 12-year tenure as a Trustee for the Village of Chama, plus five years as Mayor. He has also contributed as the vice president of the Chama Valley Chamber of Commerce, liaison between the Village of Chama and both the Planning and Zoning Committee and Rio Arriba County, and a Hunter Safety Instructor. Furthermore, he founded and actively participates in the local high school athletic booster organization.

In August 2011, Mr. Elbrock was appointed to the CTSRR Commission by Governor Susana Martinez.
